This part is really interesting, doesn't sound like it is being observed service-wide:
"(2) Homesteading is strictly prohibited. Installations may establish daily, weekly, or monthly reservation/contract periods, at the conclusion of which the next eligible patron on a waiting list must be accommodated. Commanders may authorize a length of stay up to 60 consecutive days during peak season and 90 days during non-peak season. Commanders may authorize renewals of these reservations/contracts, on the day of expiration, as long as existing reservations/waiting lists will be accommodated by future departures. Personnel on extended stays must comply with local and State law relative to taxation, vehicle registry, and other residence issues."

Maybe the Air Force rep should send a copy of this to MacDill -- one of the prime violaters of this directive ... MacDill allows up to a six month stay and reservations up to a year in advance. Last time I was there, the Rec Office said they would soon be "required" to change that policy ... might be that they have to go to a 60 day maximum ... but no one actually had the complete info at the time.
And I know, I know, MacDill is full every winter all winter and makes money -- but they'd be full anyway in the winter ... just more of us would get to stay with hook-ups -- and they are actually full only during Jan/Feb/Mar ... rest of the time I have always gotten FHU ... so during those months I only go for a few days when traveling somewhere else and just stay in overflow -- for almost the same price as FHU -- BTW ...
My guess from some travel experience and without actually documenting it, is that the winter warm weather MCGs are probably the only ones that have homesteading problems...

I notice this is an Army Regulation. Not sure if it carries across to the other services. Since MacDill is Air Force they could easily thumb their nose at an Army Regulation. Besides MacDill the only other place I've run into the homesteading problem was at the Navy SeaBee Base in Gulfport, MS, last winter. Of course, that was before they closed down the really nice RV park to build base housing. The RV park was to be moved to what had been the overflow area with very few amenities.

Having served only in the Navy, I don't know if the Army, AF, etc has general DOD regulations that every service re-writes under that branch's guidelines ... but, it would seem to me that each branch [and thus the Recreation Depts] would come under the main DOD regulations, and then be 'adjusted' to suit each branch of service -- although in practice we already know that many of the MCG facilities dance to a different and separate tune. That can be attributed to application and interpretation of the TOP DOG regulations by different individuals in charge at the time -- either right now in charge, or in charge when the facility was originally built.
I'm gonna make a guess that computerization -- and the electronic communications systems -- now enjoyed by the military retired as well as the public will soon bring the variations in application of those regulations to the attention of someone that might want the original regulations enforced as was intended by those that originally wrote them. And particularly when the misenterpretation of those regulations causes enough "users" to make what some might consider "abuse" known to the powers above.
In the past, before the moderization of "camping", the development of high-end RV's, and an ever increasing number of RV owners, we probably had too small a "voice" to matter. I believe that number is increasing quite rapidly now, and as MCG and RV use increases, the point when that voice will be heard loud and clear is fast approaching. Although, some fear that decisions made by individuals in charge that DO NOT camp could easily impact our MCGs in a negative manner -- so, we must be careful what we wish (or scream) for ...

I see the Army reg was updated and released in August '07. My quotes in the other threads were from the August '05 AR 215-1. I see they STILL specifically prohibit homesteading in this update. I hope some of the other members can run down the MWR regs from the other services and see what they say. Surely the Army is not the only service to address the length of stay policy in it's regs. If it is in the reg, they CAN be made to enforce "no homesteading". All it took here was one IG complaint from a retiree that MWR was not in compliance with the regulation and all of those homesteaders that had been sitting on the same (best) sites for 5 years were gone.
