Cannot upload photos

I tried to upload photos and it told me they couldn't be larger than 1mb. I resized t around 600 kb, very grainy, and it still gave me same message.

I'm not sure why you would still have problems, if the file is under 1MB. However, a 600 KB file is still a large file and shouldn't be grainy. The photo below is only 154 KB, at 800x600px and looks great for online viewing. The uploading of files is working fine.
