The campground at Picatinny Aresenal, NJ closed some time ago. It looks like they might be opening up again. Here is a cut and paste from their website.

We have a very limited amount of lodging locations. Total lodging locations at Picatinny Arsenal MWR Recreational Lodging are 12 and we have very limited staff during duty hours. Please check back soon for the up and coming RV Pads. We are MWR Recreational Lodging and do not fall under the Army Lodging guidelines. Please understand under MWR guidelines we operate on first come first serve basis

I spoke to a Mr. Roberts today. Evidently they have two sites that they are renting right now. Water, electric (30/50amp) and sewer. They only have a monthly rate right now which is $600 per month. The campground is off post. They have rental trailers that are no longer used. As they are removed, it is my understanding those spots will become RV pads. Their rental procedures seem a little unfriendly to me. You send an email requesting a reservation. They send you a rental agreement you have to fill out and somehow return with credit card info and then if available they will confirm your reservation. That and the fact they only have a monthly rate at this time sounds like they are catering to a "homesteading" population instead of the recreational camper. As more spots become available, hopefully their procedures and rates will become customer friendly.

Several years ago we needed to stay in the area and Picatinny had just closed their old RV park. MWR referred me to The Morris County Parks.. Mahlon Dickerson Reservation a few miles, not far, North of the Arsenal. Park was very nice and we received a very nice Military discount off of the already reasonable price. NOTE: The water supply in the lower, 1-8, sites is in the center of the "loop" bring your long hose (host had a few sections to lend back then)..

If I read the info correctly, $10 a night for 50 amp and water is a pretty good deal with the military discount at the county park.

I think the chart on the above link shows the Military rate as $16.00 but I seem to remember the campground an an exceptional deal..
