Before January 1st, the answer would have been "no". 100% DAV is authorized, but you would need to take your DD-214 and medical discharge papers (showing 100%) to a military installation ID section. They will get you the proper ID card showing MWR privileges. However, less than 100% DAV is now eligible (effective January 1st) and they just need to show their VHIC card to gain entry on the base. I don't know if the VHIC will now be accepted for 100% DAV or not (let us know if you find out).
I still suggest you get the proper ID card from the base ID section. A VHIC only gets the 0-99% DAV access to that one installation. You would have to go through the process again at each installation. With the proper ID card, it's good at all military installations.
Getting a guest on the installation with you is another story (and hassle).
