Here is a link that seems to say you can not use these facilities. Link
The link says this:

Unfortunately, the commissary benefit is very similar to a lot of other military benefits, including exchange privileges. Only active-duty service members, Guard and reservists, medical retirees, retirees, Gold Star widows, veterans 100 percent disabled due to service (you say you are rated 90%) , Medal of Honor recipients and all of their respective dependents are granted commissary access.

Everyone else? Not allowed.

IU is the same as 100% -

so, call your local base, get an ID appointment. Must have an appointment.

Take your DD214 - no matter what it says, also your IU benefits letter off ebenefits.

You will get a blue ID card for entrance to facilities. - Gyms are now being closed to retirees but other facilities are open.
