There's an ARTICLE on this website that discusses who is eligible patronage of MWR facilities (includes campgrounds). Copies of the applicable regulations are included in the article. If in doubt or your eligibility or believe you are one of the rare exceptions, call the military campground you're interested in directly. The local installation commander has the authority to authorize lower priority categories.
Based on the applicable regulations, local, state and federal government employees are NOT authorized access to MWR facilities unless you're authorized under another criteria. The only exception is DOD employees (active and retired) ARE authorized access, BUT classified in a LIMITED category. Basically, this means the installation commander "may" authorize personnel from this category at their discretion. If the installation commander authorized DOD civilians, this authorization can be quickly granted and revoked depending on local conditions. If in doubt, call the military recreation facility directly for the latest status.
