We spent 28 days at San Onofre and while the location and comparative value was good, we were disappointed in the noise and lack of rule enforcement. While fairly quiet M-F, the beach was filled with young Marines partying until well into the morning on weekends. The yelling, booming music, and vehicles racing up to 2 AM was common even through the campground rules state that no alcohol is allowed on the beach after sunset and everyone must be off the beach at 11 PM. Calling the Desk Sergeant did no good since they stated that the base commander's policy was that quiet hours didn't start until midnight on weekends. While the staff was friendly, all they did was shrug their shoulders and smile. We were in the old section, with full hookups, wide spaces, and fire rings, right in front of the beach with great views of the water. The downside of these sites is that the beach area with fire rings and pavillions is right across the road. Overall, this is a great place when quiet, but I'd recommend staying in the sites on the bluff without sewer hookups to avoid the noise.
